Every 24 seconds (at 24:00), the game collects the daily Resources of Food, Water and Oxygen required by your population for each building.  It will also yield the CO2 exhaled by them.  If there is not enough resources to collect, the building will be powered off.  This can lead to a cascade shutdown effect if you are not careful.

Buildings do not necessarily yield resources daily, some yield very seldom.  The yield times tell you the frequency. Buildings yield at different times of the day in order to avoid synchronized graphics.

A cascade base shutdown is a chain reaction that can occur when you run out of a critical resource such as water or food. It will shutdown many buildings and you will need to manually restart then. It's almost always because you failed to keep a safe quantity in inventory.

Use the Resource Monitor on the Game Interface to keep an eye on crucial resources such as water or power.
