Use the Control Tower to control your ships in orbit. The advantage of ships in orbit is that they do not need huge Landing Pads on the moon surface, although these ships do tend to be expensive.

As the game progresses, you will need quite a few Towers to trade with various Ships, such as the Mega Tanker for volatiles, Cruise Ship for Tourism and the SC Eris for bulk goods.
When you start terraforming Mars, you may want to build a fleet of Vasimr ships to send off your terraform modules, such as the Mars Aeroponic Module.
